قُلْ لِّمَنْ مَّا فِی السَّمٰوٰتِ وَ الْاَرْضِؕ-قُلْ لِّلّٰهِؕ-كَتَبَ عَلٰى نَفْسِهِ الرَّحْمَةَؕ-لَیَجْمَعَنَّكُمْ اِلٰى یَوْمِ الْقِیٰمَةِ لَا رَیْبَ فِیْهِؕ-اَلَّذِیْنَ خَسِرُوْۤا اَنْفُسَهُمْ فَهُمْ لَا یُؤْمِنُوْنَ(12)

English translation of Kanz-ul-Irfan

Say: “To whom belongs all that is in the heavens and the earth?” Say, “To Allah.” He has decreed mercy for Himself.[1] He will most certainly gather you on the Day of Judgement about which there is no doubt. Those who have cast their lives into loss do not embrace faith.

Commentary

This means that Allah Almighty has promised mercy. It is impossible that Allah Almighty would break His promise or lie. He Almighty has promised mercy which is mentioned without any restriction, implying that the mercy being described includes worldly matters, religious aspects, spiritual insight, monotheism, guidance to knowledge, respite for disbelievers, and delaying the punishment of disbelievers (as this provides the opportunity of repentance).
