بَدِیْعُ السَّمٰوٰتِ وَ الْاَرْضِؕ-وَ اِذَا قَضٰۤى اَمْرًا فَاِنَّمَا یَقُوْلُ لَهٗ كُنْ فَیَكُوْنُ(117)

English translation of Kanz-ul-Irfan

˹The˺ Creator of the heavens and the earth without any previous example,[1] and when He decides a matter, then He only says to it “Be” and it is.[2]

Commentary

Badī’ means “one who creates something new that has never existed before.”  Before Allah Almighty created the earth and the sky, there was no other earth or sky—He brought them into existence from non-existence.

Allah is not dependent on anyone for any task.  His decision to appoint angels for various roles is part of His Wisdom and is not due to need.
