A group of Muslims said that the enemy disbelievers and polytheists are in comfort while we face difficulty. This verse was revealed to inform Muslims that this enjoyment of the disbelievers is a small phase of worldly life, whereas their end is very bad. Consider the following: a man is told to stand in direct sunlight for ten minutes, and then he is given air-conditioned residence forever; another man is made to sit in the shade for ten minutes, then he is left in the scorching desert forever, who is in a better situation? No doubt, the first of the two. The state of the Muslim is better than that first individual, and the state of the disbeliever is worse than the second individual.
